ARCS Manawatū provides services to children, adolescents and adults who are survivors of sexual violence and to their whānau. We work across all gender, sexuality, ethnicity and cultural identities and offer a range of support services, whether the abuse occurred recently or some time ago. The abuse does not need to have been reported to access our services.
Sexual violence is anything sexual without consent. This includes sexual intercourse, sexual kissing and touching, sending sexual messages or images, and forcing someone to watch a sexual act. Sexual violence can also be called sexual abuse or sexual harm.
ARCS Manawatū is an incorporated society and registered charity.

Tō Mātou Takenga Mai – Our History
ARCS Manawatū began in March 1982 in response to a number of sexual assaults that were happening in the community. A public meeting was held to discuss what could be done to stop this violence occurring and from that meeting the Palmerston North Women’s Neighbourhood Action Group was formed. The three main objectives of the Group were to form a rape crisis phone service; to hold public meetings across Palmerston North to raise the issue of sexual violence; and to provide education on sexual violence to the public.
In August 1984 the Rape Crisis office opened at Square Edge. We became an incorporated society in 1986 and changed our name to Manawatū Rape and Sexual Abuse Centre in 2001. This name change coincided with a move to the Women’s Centre in Waldegrave Street.
In November 2009 our name was again changed to Abuse & Rape Crisis Support Manawatū, becoming commonly known as ARCS Manawatū, to more accurately reflect that some of our programmes covered family violence. In January 2010 we relocated to our current location at 10 Linton Street and had five staff.
In 2015, we opened additional offices in Levin and Dannevirke to provide services to Horowhenua (through to Ōtaki) and Tararua. We now have a dedicated and experienced staff of 21.
Te Tūmataiti me te Matatapu – Privacy and Confidentiality
ARCS Manawatū staff respect that all clients have the right to privacy and we preserve the confidentiality of information obtained in the course of our work. Staff will maintain accurate client records for professional purposes and will take all reasonable steps to ensure the confidentiality of this information.
All clients have the right to request access to the information held on their file at ARCS Manawatū. Guardians or parents of a child under the age of 16 have the right to request access to health information on their child’s file. Any request to access the information held in our files will be given due consideration in line with the ARCS Manawatū policy and the Privacy Act 1993. A copy of the procedure for the release of information is available on request.
Confidential information shall be disclosed only with the client’s informed consent, unless there is a clear risk to their safety or the safety of others. Client co-operation and participation will be invited before disclosing information, if possible.
Clients will be informed of the limits of confidentiality that our organisation operates under.
Kōamuamu – Complaints
ARCS Manawatū is committed to providing a high standard of service to the community and a positive work environment for staff. To this end, we value feedback from those in contact with ARCS Manawatū and will take every opportunity to improve and develop our services.
A copy of our complaints procedure will be made available to anyone on request and automatically provided when a complaint is made.

If the complaint involves an individual worker then the complainant can also ask if that worker belongs to a professional body that has its own complaints process, and, if they do, receive information about this.
